“INDIA-SCOPED READING (ordinary Indian passport; tourism; base pathway): Ordinary Indian passport holders require a visa to enter Namibia. India is absent from the official holiday visa-exempt country list. You will need a visa to enter Namibia if you are holding a travel document issued by India. Indian nationals must obtain an e-visa before travel — electronic visa / e-Visa is available via the official eServices portal. India is not on the visa-on-arrival eligible nationality lists for ordinary passports. Indian passport holders are not visa exempt for Namibia tourism under the published holiday exempt list.”

India is absent from the holiday visa-exempt list and from visa-on-arrival nationality lists, so ordinary Indian passports follow the pre-travel eVisa pathway. A separate diplomatic, official, or service passport exemption that names India is not shown as visa-free for ordinary passports.
